Scott Whittemore, PMP, CAPM

Vice President of Preconstruction

Scott serves as Vice President of Preconstruction and a member of the leadership team at Nor-Son Construction. He provides executive oversight of all preconstruction operations, driving strategic planning, cost certainty, and risk mitigation across a diverse portfolio of public and private sector projects. Scott leads with a disciplined, data-driven approach that aligns early-phase decision-making with client objectives, schedule performance, and long-term value creation.

With more than 20 years of industry experience, Scott brings deep expertise in conceptual estimating, GMP development, constructability analysis, and forecasting for public and government-funded work. He is recognized for building high-performing teams, strengthening cross-functional collaboration, and implementing best practices that enhance operational efficiency and accountability.

A military veteran, Scott deployed twice to the Middle East in support of Operation Iraqi Freedom/Operation Enduring Freedom and was awarded the Bronze Star Medal. He holds a B.S. in Project Management with a minor in Operations Management from Minnesota State University Moorhead, graduating Summa Cum Laude. He also serves on the university’s Industry Advisory Board, contributing to curriculum development and industry alignment initiatives for all Construction Management Students.
